Lieutenant Commander Mark Raeburn
Lieutenant Commander Mark Raeburn is currently the Fleet Surface Navigator, Ministry of Defence Boats and Seamanship Officer based in Navy Command HQ at Whale Island. and joined the RN as a Midshipman in ‘89. He is qualified in STCW 95, Command Qualification 1 and 2. He was a Deck Officer in HMS BEAVER, Navigating Officer of HMS LINDISFARNE and CAMPBELTOWN, Staff Warfare Officer to Commodore Mine Hunting, C/O of HMS EXAMPLE then Principal Warfare Officer HMS CORNWALL before becoming a Specialised Navigator where He gained a Post Graduate Diploma in Applied Navigation from the University of Plymouth. He was appointed to Flag Officer Sea Training and was responsible for training the Fleet Navigating Course. He then navigated HMS OCEAN and HMS BULWARK. After his last sea appointment he taught the Specialised Navigator Course and was then posted to Canada for 4 years as Head of Navigation Training and Policy. He has a wide interest in professional and leisure maritime activities.
Dr Tom Coe
Since joining the crew of Atlantic College's Lifeboat Station in 1998 Tom has been involved in high speed boats for his entire career. After graduating in Ship Science from the University of Southampton he completed a PhD in Human Seat Interaction in High Speed Craft and joined Frazer-Nash Consultancy. With Frazer-Nash he has been involved in a variety of maritime projects and since 2011 has lead the MoD's High Speed Craft Section within the Naval Design Partnering Team. Here he has been primarily involved with Human Seat interaction developing test methods and guidance for protecting boat crew from shock and vibration. This has lead to collaborative projects to further develop these areas with both the ISO organisation, developing standardised seat test methods and partner nations. He is a UK representative to ISO in the field of human response to vibration and part of the ABCD working group on human performance at sea.
Since 2016 Tom has been Technical Director of Atlantic Pacific an NGO dedicated to saving lives in global waters by putting lifeboats where there are none. Atlantic Pacific are currently building their third lifeboat at Atlantic College as well as training volunteer crews currently involved with various NGOs saving lives.
Dr Trevor Dobbins
Trevor initially qualified as a Mechanical Engineering Technician and worked for BAE Systems on Systems Test & Evaluation, and UAV programs. He has since gained qualifications in Sports Science and a PhD in human performance. He worked as a sports scientist with the British Olympic Cycling team prior to joining the UK MOD Defence & Evaluation Research Agency (nee QinetiQ) Centre for Human Sciences. He subsequently went on to work directly for the UK MOD as a Human Sciences Advisor, focusing on human factors and capability development in maritime operations. On leaving this post he established an independent consultancy specializing in human performance and maritime human factors. This work has included the assessment of motion-induced fatigue and shock mitigation in high-speed craft operations. He is principal author of the award winning High Speed Craft Human Factors Engineering Design Guide (as used by numerous Government agencies and designers / manufacturers worldwide) as well as the Dynamic Navigation (DYNAV) manual and peer-reviewed papers, conference proceedings and book chapters. In addition to supporting the commercial sector, Trevor has worked in academia and as a consultant to the UK MOD, US Navy (ONR & NAVSEA), Coast Guard & SAR Agencies, and accident investigation organizations.
Captain Andrew Moll, BSc MNI - Deputy Chief Inspector, MAIB
Andrew joined the Royal Navy in 1978 as a seaman officer. He initially trained as a Fighter Controller and then in surface and anti-air warfare. His career was largely sea-going in destroyers and aircraft carriers. He commanded the fast patrol boat SNV AL FULK, while on loan to the Omani Navy; the Type 42 destroyer, HMS YORK; and, the Type 22 frigate, HMS CHATHAM.
Andrew joined the MAIB in 2005 as a Principal Inspector, and became the Deputy Chief Inspector in 2010.
In his spare time, Andrew is an RYA Powerboat Trainer and Yachtmaster (Power), and he is also the Chairman of Trustees for Southampton Sea Cadets.
Holly Phillips MBE
Holly holds the current position of Principal Naval Architect at the Royal National Lifeboat Institution. She forms part of the RNLI’s Design Authority working group and manages the naval architecture team responsible for the structural and stability aspects of the RNLI’s fleet of all weather and inshore lifeboats, lifeguard equipment and other assets. Her previous experience includes that of Project Manager responsible for the design and development of the E-Class lifeboats for the River Thames.
John Haynes is Managing Director of UK company Shock Mitigation. He is an Associate Fellow of The Nautical Institute, Fellow of RINA, Yachtmaster Ocean and Advanced Powerboat Instructor. Subject matter expertise includes professional sector training, consultancy and strategic product development. He has worked with over 100 organisations including military, search & rescue, police, commercial operators, designers, OEM equipment manufacturers and boat builders. He has written technical papers and articles for international publications on future requirements and new technology, with main focus on the professional sub IMO / sub 24 metre sector. He has organised and chaired a broad range of maritime conferences and specialist workshops focused on safety and next generation requirements. At Seawork 2016 he was voted Maritime Professional of the Year.
Paul Davies - Sea Training International
Having grown up on the shores of Mid Wales, the water was a huge part of Paul's life: surf rescue, canoeing and boating were his general past times as a youth. After a short term working at an outward bound centre he joined the British Armed Services, serving for six years. Four years of this was on active service. During the final two years the majority of his time was utilised observing different craft or conducting operations from fast craft within a marine operational zone.
On leaving the British Armed Forces Paul joined North Wales Police and remained there for a period of 10 years. He enjoyed his time within the police force gaining valuable varied experiences and transferrable skills. His favourite time was on the tactical firearms unit, unfortunately they had no boats. Subsequently, Paul made a conscious decision to leave the police service and pursue his life long ambitions of working on the water, specifically with fast craft.
In 2001 Paul formed a company called ‘Sea Training International’. Accreditation was gained as a training centre under various organisations which allowed him to deliver a broad range of certificated courses as well as bespoke manufacturer and military requirements. In 2003 a certificate of incorporation was acquired, and thus Sea Training International Ltd was born. As time passed, experience and knowledge grew, along with their reputation; this in turn allowed the company to grow. Due to this the company achieved an extensive client list of which it is extremely proud.
Sea Training International has continued to progress its work within Health and Safety and Marine Law. Having become a marine surveyor through Lloyds of London which includes aspects of Law and Health and Safety within the marine environment; Paul, subsequently, within Sea Training International Ltd, oversaw the successful implementation and awards of ISO 9001 for quality management standards (relating to project management both National & International): and the accreditation of ISO 14001 was also achieved.
Through experience, knowledge and education Paul has been able to nurture and harvest skills which have allowed him to complete several successful high level audits and evaluations where Fast Craft, Operational Behaviour and Health & Safety within organisations have become compromised. Most of the audits have been commissioned due to mechanical failures, serious accidents or indeed loss of life.
Over the years Paul has gained a great respect for the colleagues he has worked with. The knowledge shared, combined with the network of experience able to solve problems, conduct training and audits / investigations independently worldwide, have been invaluable. Paul looks forward to the future and to the new designs of craft and engines coming into service.

Chris Burton: Business Manager (Maritime), SCISYS UK Ltd
Chris is a former Royal Navy Warfare Officer with mine warfare, fighter control and air warfare experience. This included appointment as UK Military Advisor to the US Coast Guard in support of multi-national counter narcotics operations, with specific responsibility for the tasking and coordination of maritime air operations. On leaving the service, Chris acquired over 10 years’ experience of leading IT enabled business analysis and transformation projects in a range of sectors. Chris now leads the development of the SCISYS maritime business.
Paul Glatzel - Powerboat Training UK
Paul Glatzel is an Instructor and Trials Coxswain on a range of craft including high speed military vessels for clients in the UK and overseas. He is author of the RYA’s Advanced and Powerboat Handbooks and a contributor to the book Heavy Weather Powerboating and various magazines. He is based in Poole in Dorset and runs Powerboat Training UK.
Mark Davenport – United States Coast Guard
Mark Davenport has 32 years of active duty Coast Guard service from which he retired in July, 2017, he was immediately rehired as a civilian in the Safety Afloat Assurance and Risk Reduction Manager. During service he was designated as a “Surfman”, the highest level of designation for a rough weather search and rescue coxswain and went on to be an instructor at the U.S. Coast Guards National Motor Lifeboat School. Mark also served aboard coastal buoy-tenders and patrol boats and then was fortunate enough to be assigned to three consecutive Coast Guard Stations as Commanding Officer. He has since been assigned to Coast Guard Headquarters as a Personnel Assignment Officer and then spent six years in the Office of Boat Forces where he managed or assisted in the drafting of procurement requirements, oversight of the process, and the test and evaluation and final delivery of both high-speed pursuit vessels and search and rescue craft.
Mark’s current role is to develop, implement, and promote USCG organizational Risk Management Program and provide training wherever Coast Guard members are stationed. Mark is also the immediate response for Coast Guard mishaps and acts as the subject matter expert for gathering evidence, conducting interviews, applying Human Factors Analysis (HFACS) and briefing senior leadership at the conclusion of the investigation.
