Roger Towner spent some 25 years at sea before starting with the MCA.

He is now responsible for all certification issues for merchant ships, fishing fleets, large yachts, workboats, and his current favourite - inland waterways. He has very recently been promoted to Head of Seafarer Services and Ship Registration. However, he is involved in a number of on-going projects and one of those he will not be abandoning is the implementation and amendment of the BML Regulations.'
