Environmental Liability Directive
Caroline is a Barrister and was in private practice for about 10 years before taking a career break to have 3 children. She joined DEFRA in 2002, initially advising on animal health and welfare, in particular bovine TB and the Animal Welfare Act 2006. She took over as head of the environmental liability branch in June 2007 on secondment from Defra Legal Group, and is responsible for producing regulations to transpose the Environmental Liability Directive and for developing delivery and enforcement mechanisms and guidance to ensure effective implementation of the Directive.
