ACC Steve Watts has served all his 30 years Police Service in Hampshire Constabulary; appointed to the CID in 1979 and in various roles and ranks up to Detective Chief Inspector including Divisional CID, Regional Crime Squad and Major Investigations. During this time he took part in a group study exchange project in Thailand and in 1995 undertook secondment to the University of Surrey were he was awarded a Masters Degree in Investigative Psychology.

In 1996 he was appointed Deputy Divisional Commander of Andover, before being seconded to a 2 year corruption investigation alongside with the Chief Constable of Hampshire. The investigation contributed to significant changes in national and international policy in respect of informant handling.

Promoted to Detective Superintendent in the eastern Hampshire and Isle of Wight area he took responsibility for Major Crime Investigation including Homicide and Rape. During this time he was seconded to Kosovo as the Commanding Officer for the British Police Contingent investigating war crimes as part of the United Nations International Criminal Tribunal.

Appointed Head of CID in 2001 he undertook responsibility for driving forward standards of criminal investigation across the whole force. During this time, and as a member of the ACPO Homicide Working Group, he contributed to developments in the standards of investigation in Homicide nationally, and was the author of the National Police Guidance in relation to Deaths in Health Care Settings.

He was appointed Assistant Chief Constable, Specialist Operations in June 2005.

His Force responsibilities for "protective services" include:

Serious and Organised Crime Investigation; Major Crime; Critical Incident Management; Counter Terrorism and Domestic Extremism; Strategic Roads Policing; Public Order Policing; Civil Contingencies

These functions all discharged by his command of the Crime & Operations Command Units.

His Regional / National responsibilities include:

National ACPO Lead for Investigative Interviewing; National ACPO Lead for Maritime Ops and Planning; National Lead for the Security of Emergency Service Vehicles; Member ACPO TAM Committee & Advisory Group; Member of the ACPO Homicide working Group; Member ACPO Behaviors Scientific Committee; Member ACPO F&CO International Policing Assessment & Performance Group; Director of the Centre for International Forensic Assistance; Member of the Hampshire & Isle of Wight Local Resilience Forum; Board Member of the John Grieve Institute, London Metropolitan University.

His leisure interests include sailing in the Solent.
